Our project has for goal to accompany every kind of individuals with difficulties in order to facilitate their access to training in general and to the employment. For this, we have set up 4 working teams in charge of the treatment of the following topics:
- social role of the firm
- profesionalization of tutors
- struggle against discriminations
- struggle against inequalities between men and women In order to optimize the transfer of know-how and competencies, we would take advantage of a strong local partnership composed of 25 organisations dealing with the field of the professional insertion by the economic activity.
The general objectives of the Alter Action Insertion Project are: to facilitate the integration and the employability of the public with a high risk of social and professional exclusion, into the small businesses, to further and improve the conditions of equality and the struggle against discrimination, working on :
the social adaptability of the business,
the integration strategies linked to the notion of individual responsibility and social cohesion.
The operational objectives are :
to work in partnership with local protagonists working in the fields of social and professional inclusion in order to create innovative methodologies and tools
to create a business network with a label
to set up thematic working teams at the local level in charge of developing innovative strategies
to use the concept of social marketing to realize awareness campaign for target publics (individuals with difficulties, small businesses, project partners…)
to set up micro-projects to develop more specific actions according to the typology of publics
Activity 1 :
Creation of a plan at the level of the “département of the Somme” (= local area) to integrate individuals with difficulties in the craft industry
Action A : Setting up and leading of a network of small businesses which commit themselves to integrating the targeted audience in the craft industry in the “département” of Somme (the name of the network is “R.E.I.”, “Réseau d’Entreprises Intégratrices”)
Action B : Setting up of a database – Technical and network management
Action C : Creation of a call-centre in charge of linking with the firms as well as organizing and managing supply and demand for a training period or for a job.
Activity 2 :
Making small businesses aware of social issues and creating training towards the main protagonists involved in the project (monitors in the firm and people working in the integration sector)
Action A : Training for the monitors belonging to the integrating network on the aspect of integration and maintenance in small businesses of individuals with difficulties
Action B : Information and awareness campaign on the technologic development of the small businesses in the sector of « artisanat » (handcraft) for the experts of professional insertion to improve guidance of the target individuals
Action C : Putting information online.
Activity 3 :
Action : Setting up of a transversal policy of social marketing towards firms and individuals with difficulties.
Activity 4 :
Action : Creation of a website for the general public and for the direct partners of the project, at a local and transnational level.
Activity 5 :
Action : Setting up of specific plans integrated in the general business network for individuals with high difficulties (specific monitoring).
Activity 6 :
Action A : Creation of special help funds for publics in difficulty
Action B: Organisation of monitoring actions including the idea of personal investment linked to self-esteem.
Activity 7 :
Action : To evaluate how a business net can be used for developing innovative actions in order to facilitate professional insertion of publics with difficulties.

Action A : Setting up of a mainstream action plan
Action B : Thinking of the change in the professional practises
Action C : Training courses
Action D : Development of partnerships and communication actions.
- Creation of a web site for the general public and for the direct partners of the project, at a local and transnational level.
- Creation of data base and of a call-centre in charge of linking with the firms as well as organizing and managing supply and demand for a training period or for a job.
- Setting up of a database – Technical and network management.
- Setting up and leading of a network of small businesses which commit themselves to integrating the targeted audience in the craft industry in the “département” of Somme (the name of the network is “R.E.I.”, “Réseau d’Entreprises Intégratrices”).
- Creation of a pedagogic kit “monitoring in the firm”, innovative tool for trainers and trainees.
- Setting up of pilot training contents for trainers which take into account their needs and their constraints.
- Setting up of awareness campaigns towards the structures in charge of the monitoring of the beneficiaries to improve the relations with the businesses.
- Creation of an observatory of social environment and of social practises concerning the employment sector of the small businesses.
Chambre de Métiers et de l’Artisanat de la Somme (Chamber of handicraft and small businesses of the Somme), project leader
The main role of the Chambre de Métiers is to represent and to promote the general interest of small businesses. In the context of this project, the main purpose of the ‘Chambre de Métiers et de l’Artisanat’ is to struggle against the inadequacy between the job offer and demand in the handicraft and small businesses sector by :
facilitating the integration and the employability of the public with a high risk of social and professional exclusion, into the small businesses,
furthering and improving the conditions of equality and the struggle against discrimination,
promoting the social adaptability of the businesses,
promoting the integration strategies linked to the notion of individual responsibility and social cohesion.
The ‘Chambre de Métiers et de l’Artisanat’ has a large experience in managing European projects, specially in the first Equal round.
Chambre d’Agriculture de la Somme (Chamber of agriculture of the Somme)
Its role is to represent and to promote the general interest of the agricultural sector, to support the farmers and the partners of the agricultural world. It promotes initiatives to improve employment and training in the agricultural sector.
A.D.E.P.A.S. – Association pour le Développement et la Promotion de l’Artisanat de la Somme (Association for the development and the promotion of the handcraft and small businesses sector)
This association intervenes in the social economy sector and it aims at improving the inclusion of individuals with difficulties in the handcraft and small businesses sector.
The A.Y.L.F. is an association which deals with child welfare and aid concerning children and teenager with behavioural problems, with rehabilitation of delinquents and with social and professional rehabilitation of adults with difficulties.
IME - Institut Médico-Educatif de la Somme (Special school for young people with mental disabilities)
The institute was opened in 1971, under the State’s competence. It welcomes 135 children and teenagers (boys and girls) in school and professional sections (boarding and day school). A total of 220 young people attend school and socio-professional insertion activities.
The ‘IME’ is made up of :
one school (7 forms specialized in teaching young people with learning difficulties)
8 workshops for professional training: gardening, masonry, joinery, ironworks, painting…
medical staff (psychiatrist, psychologist, psychomotricians, speech therapists…)
one social worker.
The French National Association for Adult Vocational Training (AF.P.A. Départementale - Association de Formation Professionnelle pour Adultes)
This is the France’s leading vocational training and career counseling organization. There are 458 training and counseling offices all over France, 5000 trainers, 780 career counseling and tutoring experts, 350 training engineers. The AFPA trains 150 000 people every year.
It deals with :
Guidance and tutoring career projects
Professionally recognized trainings leading to employment
Validation of acquired knowledge or skills
Professional diplomas recognized by the State and employers delivered by the AFPA.
ANPE Départementale – Agence Nationale pour l’Emploi (French national employment office)
It is a public corporation placed under the authority of the Ministry in charge of Employment, Labour and Social cohesion. Its main role is the intermediation between the job supply and demand, and the setting up of employment public policies. The main ANPE commitments are: helping job seekers to recover an activity, answering to the needs of firms and modernizing the tools.
It is a centre which deals with the reception of children of newcomers and gipsies and which helps them to follow school courses or to follow trainings.
Association Régionale des Missions Locales - Mission locale de la Haute Somme - Mission Locale de la Picardie Maritime
The ‘Missions Locales’ and the ‘PAIO’ fulfill a mission of public service for the inclusion of the young people from 16 to 25 into the world of work, shared between the State, the region and the other territorial authorities.
The ‘Missions Locales’, in comparison with other protagonists of the inclusion sector, are different with 6 main characteristics :
The individuals from 16 to 25
A field of intervention including social and professional aspects
A support to each young person according to his needs and first and foremost an individualized guidance for those who meet huge difficulties
A structure created, conceived and organised from a local political will, in order to meet local needs
A role of instigator of local solutions by a mobilization of partners
A relation with the young person based on a voluntary participation, without any statutory restraint.
They have a double function :
Building and monitoring inclusion path for young people
Developing the local partnership for young people with difficulties of inclusion.
ADIFE – Association pour le Développement de l’Insertion, de la Formation et de l’Emploi (Association for promoting professional inclusion, training and employment)
ADIFE’ welcomes applicants for a job, beneficiaries of “RMI”, young people leaving the school without diploma, people with reading, writing and calculating difficulties. Its main actions are: training, monitoring, information and guidance, transport.
